billion in April 2013.

In April 2012, these exports stood at USD 2.55 billion, according to the data provided by the Gems and Jewellery Export Promotion Council (GJEPC).

“These exports saw a very healthy growth as demand is rising not only in American market, but also in emerging markets like China, Russia and Latin America,” GJEPC Executive Director Sabyasachi Ray said in New Delhi on Friday.

But, he said, the European market is still sluggish. The major markets for the country’s gems and jewellery exports include the US, the UAE, Hong Kong and Europe.

Among the categories which witnessed growth in April, silver jewellery topped the list with a robust growth of 469 percent, followed by coloured gemstones 218 percent, cut and polished diamonds 37 percent and gold medallions and coins 13.2 percent.

However, outward shipments of gold jewellery saw a decline of 13.8 percent.

During 2012-13, the gems and jewellery exports declined by 9.4 percent year-on-year to USD 39 billion due to weak demand in western markets.

The council feels that in 2013-14 these exports would grow between 10 percent and 15 percent compared to the last fiscal.

Gems and jewellery constitute 17 percent of India’s total exports and the sector employs 1.5 million people.

“I am sad when I find that Parliamentary proceedings and state assembly proceedings are disrupted without transacting businesses,” he said in Shimla on Friday.

Addressing the Golden Jubilee Celebrations of the Himachal Pradesh Legislative Assembly, the President said that nowadays “we find surreptitiously a new ‘D’ inserted along with debate, dissent and decision and the ‘D’ is disruption.”

“I find in political science no role of disruption in Parliamentary democracy,” he added. He chided the minority few who were doing this to impose their own will.

Repeated disruptions, he said, were also hampering proper debate and discussion on finance bills crucial for the country.

He said that only 30 to 35 percent of Parliament time is devoted to issues of money and finance at a time when revenue expenditure has increased manifold and complexities have come.

Noting that MPs and MLAs do not have time to scrutinise the expenditure, discuss the demands for grants and in detail the finance bill, Mukherjee asked, “Who else will do (it)?”

“People have elected us to discharge our duties and responsibilities. If I do not discharge the responsibilities, it does not speak well,” he added.

The President asked leaders and the political establishment “to ponder over the disruptions and find a solution”.

Mukherjee, who is on a three-day visit to the state, hoped that “we will be able to find a solution.”

He said that he had great belief, faith and ingenuity in Indian political system and that there will be aberrations which will be rectified in no time.

The President later inaugurated the Tagore Centre at the prestigious Indian Institute of Advanced Studies where he said that examples like Tagore were needed to pull out the country which has been beset with a sense of moral drift.

“A society needs examples because they serve as moral compass in uncertain times,” he said.

Mukerjee said every legislator gets his job after begging people for votes and must discharge his responsibility in a fair manner.

“Dissent is a recognised democratic expression and a cardinal principle of effective functioning of a Parliamentary system is that majority would rule and minority would oppose, expose and if possible, depose,” he said.

Observing that the administrative system has become very complex, the President said the legislature must make the executive accountable for implementing the decision, policies and programmes decided by legislatures after due deliberations.

The President also expressed concern over the time being devoted for discussing financial matters, law making and other legislative business and pointed out that during the first three Lok Sabhas from 1952 to 1967, majority of time was devoted to these crucial matters but now the time for debating these issues has shrunk to 30-35 percent.

The revenue expenditure in the Union Budget was meagre Rs 191 crore in the first budget after independence but in 2013-14 it has increased to Rs 16 lakh crore and it is the responsibility of legislators to scrutinise the budget allocations and ensure that it has been properly spent by the executive.

The President complimented the Himachal Pradesh Assembly for holding disruption-free sessions and expressed hope that the Himachal Pradesh Legislative Assembly would lead and continue to maintain the highest standards of democratic practice and parliamentary traditions.

Governor Urmilla Singh, Chief Minister Virbhadra Singh, Speaker of Himachal Assembly B.B.L.Butail and Leader of the Opposition P.K.Dhumal also spoke on the occasion.
