  • SC notice to 6 AP Mins, 8 IAS officers in graft row

    Hyderabad : The Supreme Court issued notices to 6 Andhra Pradesh ministers and 8 IAS officers who have been accused of passing illegal orders to favour rebel party leader Y S Jagan Mohan Reddy, when his father Y S Rajasekhar Reddy was the CM.

    A bench of justices Dalveer Bhandari and Dipak Mishra on Monday also sought response of the CBI on the allegations that the agency had failed to register FIRs against the ministers and officers due to apparent political considerations.

    Advocate Ponnovolu Sudhakar Reddy, in his petition, said though the CBI on the State High Court’s directions registered FIR against 71 persons in the disproportionate case against Jagan Mohan Reddy, it failed to name the ministers and IAS officers who issued 26 orders to grant special favours to the former CM’s son during his father’s tenure.

    The ministers to whom notices were issued by the apex court on Monday are J Geeta Reddy(Industries), Dharmana Prasada Rao (Revenue), Sabita Reddy(Home), Ponnala Lakshmaiah(Information Technology), Kanna Lakshminarayana(Housing) and Mopidevi Venkatarmana Rao(Excise).

    The IAS officers are- Manmohan Singh, Principal Secretary Housing; Y Srilakshmi, Commissioner Health & Family Welfare; M. Samuel, Special Chief Secretary Environment, Forests, Science & Technology; Aditya Nath Das, Secretary, Irrigation; S V Prasad, Vigilance Commissioner; K Ratna Prabha, on deputation to parent cadre Karnataka State as Regional Commissioner Revenue Department, Gulbarga; C V S K Sarma, Principal Secretary Horticulture & Sericulture and B Sam Bob, Principal Secretary Municipal Administration and Urban Development.

    The ministers and IAS officers were holding key positions in the then Y S Rajasekhar Reddy Government between 2004-2009.

    Sudhakar Reddy had sought registration of FIRs against them but the Special CBI court and the High Court turned down his plea following which he filed the special leave petition in the apex court.

    “Despite the glaring presence of the Ministers and Secretaries who issued the G.Os, not a single one of them has been named. It would almost seem that the CBI is suggesting that the late Chief Minister single-handedly created a massive web of corruption which involved several Ministries and thousands of pages of Governmental documentation,” the petition said.

    The petition cited the CBI FIR in the case against Jagan Mohan Reddy which purportedly stated “Apart from exercising influence with his Chief Minister, Jagan Mohan Reddy also allegedly exercised his influence with other ministers and other top bureaucrats in Government for benefiting selected persons violating rules and regulations and received gratification/corrupt money through various methods.”

    Acting on a letter written by State Minister Shanker Rao, the State High Court on 10th August 2011, had directed the CBI to register an FIR and investigate the complaints relating to the alleged accumulation of disproportionate assets by Jagan Mohan Reddy during his father Rajasekhar Reddy’s tenure.

    “The material available supports a thorough probe and investigation in all the aspects into financial misdeeds involving huge magnitude of Government largesse, corporate dealings including huge investments as part of quid pro quo arrangement for the largesse and benefit obtained by the investors from the State of Andhra Pradesh and all other aspects. ” the high court had said.
