  • Assam assembly budget session starts today, a commotion in the assembly in the Citizenship Amendment Act, Congress MLAs suspended, marshals pulled out.

    Guwahati: The budget session of the Assam Legislative Assembly began today amidst heavy heat. On Monday, the Assam Legislative Assembly created a ruckus on the first day of the budget session, where the opposition parties raised a lot of slogans against the Citizenship Amendment Act. The noise was so high that nothing was heard. The ruling BJP MLAs also rushed there and started shouting slogans as the opposition MLAs came to the seat, and the session would be fourteen business days. Meanwhile, Congress MLA Sherman Ali was today suspended from the Assam Legislative Assembly and thrown out of the House following Speaker Hitesh Goswami’s argument on his demand to discuss the Citizenship Amendment Act (CAA).When Speaker Hitendra Nath Goswami refused to allow the discussion, the Congress MLA plunged into the well of the House with his demand. The speaker suspended Ali from the House for the day, but when he refused to leave, Goswami ordered the marshals to transfer the Congress MLA.There will be fourteen working days in the session. Finance minister Dr. Himanta Biswa Sarma will table the state budget on March 6.
    For the first time the state budget will be tabled in the second half of the day. Finance minister Sarma is likely to make many important announcements in the budget.Among other issues, the Opposition is likely raise the Citizenship (Amendment) Act, delimitation of constituencies and implementation of Clause 6 of the Assam Accord to corner the government.While the session will conclude on March 30, there will be a recess from March 12 to March 23 for the departmentally related standing committee (DRSC) meetings.So far, the assembly secretariat has received two bills from the government which will be tabled during this session – The Court Fee (Amendment) Bill, 2020 and The Guwahati Municipal Corporation (Amendment) Bill, 2020.However, government sources said a few other bills are being prepared and if ready may be tabled during the session.One of them is a new Bill on preserving historical monuments, sattras and other places which are not under ASI. The Education department has also sent a bill – which will lay down guidelines for teachers transfer – for views from line departments.
