An investigative news report from Washington claims, LeT operative David Headley, who scouted targets in Mumbai for 26/11 attacks, was a Pakistani spy working for ISI.

One, acting as a front-line US ally in the fight against terror, on the other hand supporting selected terrorist groups which serve Pakistani interests.
